He said he was out of a job, collecting more than $13,000 in unemployment benefits. But Patrick Higgins was working as a manager of a fast-food restaurant, according to law enforcement officials. Higgins, 54, of Mallard Drive, is facing charges of insurance fraud, according to a news release from acting Attorney General Bill Ryan.
