Workers do nothing at Old Mill Road bridge replacement construction

Look carefully at this picture of the Old Mill Road bridge reconstruction project in Ephrata PA. (I believe it was taken midweek last week.) There are, at minimum, seven construction workers doing absolutely nothing. Well, if you include standing and chatting, then I guess they are doing something. I wonder, what’s the topic of discussion? Who’s buying the beer today? Should we have a latte or an espresso? Or maybe, ‘we’re not getting paid enough for doing nothing; we need a raise.’ Do these guys ever work, is my question.
